CRA Business Number, HST, Payroll and Import-Export Account Registration

Get the business number and the right program accounts opened once, in the right order, with the right effective dates. Tell us what the corporation will sell and whether anyone is on salary, and a CPA tells you which of the RC, RT, RP and RM accounts you need and from what date before anything is submitted. Open Corporation for $35 is a department of Gondaliya CPA.

One Business Number, Several Accounts

The business number is the 9-digit number the Canada Revenue Agency uses to identify your corporation. Each tax program hangs off it as a 15-digit account: the business number, two letters for the program, and four digits for the account, for example 123456789 RT 0001. Open Corporation for $35 is a department of Gondaliya CPA.

Every account you open carries a filing obligation, so we open the ones you need and not the ones you do not. An empty payroll account still expects nil remittances.

What Account Registration Includes

  • Confirmation of your 9-digit business number, from the certificate where it was issued with the incorporation, or applied for where it was not.
  • The RC corporation income tax account, with the fiscal year end you actually intend to use.
  • A written small supplier calculation against the $30,000 threshold, on both the four-quarter test and the single-quarter test.
  • A recommended HST effective date, with the input tax credits on your start-up costs set out in dollars.
  • The RT GST/HST account, with the effective date agreed and the reporting period chosen.
  • The RP payroll account where you will pay salary, with your first remitter type set so the first remittance is not late.
  • A 12-month remittance calendar, and the last-day-of-February T4 deadline.
  • The RM import-export account where you will import or export commercial goods.
  • Help registering your business in the CBSA’s CARM Client Portal, and a note on Release Prior to Payment.
  • A one-page summary of every account number in full, for your bank, bookkeeper and customs broker.
  • A CPA review of the whole account set before anything is submitted.

What the business number is

The 15-digit account number

A 9-digit business number, a 2-letter program identifier and a 4-digit reference number.

Several accounts under one number

A corporation keeps one business number and adds a program account for each tax it deals with.

Where it comes from when you incorporate

A federal corporation receives its business number with the certificate of incorporation. See federal incorporation under the Canada Business Corporations Act.

The four program accounts most corporations need

RC, corporation income tax

Every corporation has one. The T2 is filed against it.

RT, GST/HST

Needed once you pass the $30,000 small supplier threshold, or earlier if you register voluntarily.

RP, payroll deductions

Needed if anyone, including you, is paid a salary.

RM, import-export

Needed before commercial goods cross the border.

Other program accounts

RZ, information returns

For slips such as T5018 or NR4 where they are not filed through payroll.

RR, registered charity

Opened only for a registered charity.

Specialty accounts

Luxury tax and underused housing tax have their own accounts, opened only where they apply.

The $30,000 small supplier threshold, measured properly

Four consecutive calendar quarters

Under section 148 of the Excise Tax Act, you add up your worldwide taxable sales for the four calendar quarters before the current one. The window rolls forward every three months.

A single calendar quarter

If you pass $30,000 inside one quarter, you stop being a small supplier at once.

What counts

Taxable sales, including zero-rated sales, but not exempt supplies or sales of capital property.

Public service bodies

The threshold is $50,000 for a public service body such as a charity. See our GST/HST registration guide and how to register for HST, from Gondaliya CPA.

When you must register and from what date

Over $30,000 in one quarter

Registration takes effect no later than the sale that took you over, so that invoice must carry the tax.

Over $30,000 across four quarters

You stop being a small supplier at the end of the month after the quarter in which you crossed, and registration takes effect from the next sale.

The 29-day window

You must apply within 29 days of the first taxable sale you make other than as a small supplier.

Businesses that register regardless

Taxi and ride-share drivers must register from their first fare.

When voluntary registration is the better answer

Start-up costs

Input tax credits on equipment, leaseholds and professional fees are recoverable only from your effective date forward.

Business customers

Registered customers claim the tax back, so charging it costs them nothing.

Zero-rated and export sales

You charge no tax but still recover the tax on your costs.

When it is the wrong answer

Selling to consumers, where 13% in Ontario is a real price increase.

Choosing the HST reporting period

Assigned by sales

$1,500,000 or less is annual, over $1,500,000 up to $6,000,000 is quarterly, and over $6,000,000 is monthly.

Choosing to file more often

A small registrant can elect to file monthly or quarterly, for example to recover start-up credits sooner.

Deadlines

Monthly and quarterly filers file and pay one month after the period. A corporation filing annually files and pays three months after its year end.

The RP payroll account and remitter types

What you must withhold

Income tax, CPP and EI from every salary payment, under subsection 153(1) of the Income Tax Act.

Your remitter type

Set by your average monthly withholding from two calendar years earlier. Under $25,000 is a regular remitter, due by the 15th of the next month. $25,000 to $99,999.99 remits twice a month. $100,000 or more remits up to four times a month.

Quarterly remitting

Small employers with a perfect compliance record and low withholding can remit quarterly, by 15 April, 15 July, 15 October and 15 January.

Late remittances and T4s

Penalties run from 3% to 10% depending on how late, and 20% for a repeat. T4 slips are due by the last day of February.

The RM import-export account and the CBSA

Before your first shipment

The Canada Border Services Agency needs your business number and RM account before you import or export commercial goods.

The CARM Client Portal

Importers register in the CBSA’s CARM Client Portal through a business account manager to account for duties and taxes.

Release Prior to Payment

To have goods released before duties and taxes are paid, you join the program and post financial security with the CBSA.

Quebec is different

Revenu Québec

GST/HST for a Quebec business is administered by Revenu Québec, together with the Quebec sales tax.

The CRA still runs the rest

A Quebec corporation still opens its RC and RP accounts with the Canada Revenue Agency.

Case Studies: CRA Account Registration

Toronto Café – Registered Before the Fit-Out

The problem: A new café was spending heavily on equipment and leaseholds months before its first sale.

What we did: We registered the RT account from incorporation so the tax on the fit-out was recoverable, and chose quarterly filing to get the refund sooner.

The result:

  • Tax on the fit-out recovered
  • Quarterly refunds
  • Payroll account ready for opening day

Mississauga Consultant – No Payroll Needed

The problem: A consultant planned to pay themselves only by dividend but had been told to open a payroll account.

What we did: We left the RP account closed, so there were no nil remittances to file, and opened the RT account at the right date.

The result:

  • No unused accounts
  • No nil remittances
  • HST date set on the numbers

Brampton Importer – Goods Held at the Border

The problem: A new importer’s first container was coming and the corporation had no RM account.

What we did: We opened the RM account, registered the business account manager in CARM, and explained the Release Prior to Payment security.

The result:

  • RM account opened
  • CARM registration done
  • First shipment cleared

What a CPA Checks Before Your Accounts Open

Start Your Intake Form

The accounts are where a badly built corporation starts costing money.

Check 1

The HST effective date

Registering too early means returns and tax from day one. Too late loses the credits on start-up costs.

Check 2

Salary or dividends

Salary needs an RP account and T4s. Dividends need neither, but build no RRSP room or CPP.

Check 3

Family shareholders

Split income rules decide how dividends to a spouse or adult child are taxed.

Check 4

Year end

Set before the RC account opens, because it drives the T2 and HST dates.

Check 5

Associated corporations

Corporations you control share one small business limit. See holding company setup.

Check 6

A sole proprietorship moving in

Whether a section 85 rollover is needed, and when the old HST account closes. See sole proprietorship registration.

CRA Account Registration FAQs

What is a CRA business number and which accounts does a new corporation need?

A 9-digit number the Canada Revenue Agency uses to identify your business. Each program is a 15-digit account, such as 123456789 RT 0001. Most operating corporations need RC for income tax, RT for GST/HST, RP for payroll if anyone is on salary, and RM if goods cross the border.

When do I have to register for HST?

Once your taxable sales pass $30,000 in a single calendar quarter or over the last four calendar quarters, or $50,000 for a public service body. You must apply within 29 days of your first taxable sale made other than as a small supplier.

How are the four quarters counted?

Look back at the four calendar quarters before the current one. The window rolls forward every three months. If you cross $30,000 over four quarters, you stop being a small supplier at the end of the month after that quarter.

What happens if I go over $30,000 in a single quarter?

You stop being a small supplier at once, and the sale that took you over must carry the tax. There is no grace month.

Should I register for HST voluntarily?

It usually pays if you are buying equipment, fitting out premises or selling to registered businesses. It usually does not if you sell to consumers, because 13% in Ontario is a real price increase. We run the numbers both ways first.

Does anyone have to register below $30,000?

Yes. Taxi and ride-share drivers must register from their first fare, whatever their revenue.

How often will I have to file HST returns?

Annually up to $1,500,000 of sales, quarterly up to $6,000,000, and monthly above that. You can choose to file more often. A corporation filing annually files and pays three months after its year end.

What is a payroll remitter type?

It sets how often you send source deductions, based on your average monthly withholding two years earlier. Under $25,000 you remit by the 15th of the next month. $25,000 to $99,999.99 is twice a month, and $100,000 or more is up to four times a month.

Can a new small employer remit quarterly?

Yes, if withholding is low and the compliance record is perfect. Quarterly remittances are due 15 April, 15 July, 15 October and 15 January. One late remittance can move you back to monthly.

What happens if I remit payroll late, and when are T4 slips due?

The penalty is 3% up to three days late, 5% up to five, 7% up to seven, and 10% after that, with 20% for a repeat. Directors can be personally liable for unremitted deductions. T4 slips are due by the last day of February.

Do I need an import-export account before my first shipment?

Yes. The CBSA requires a business number and an RM account before you import or export commercial goods, and importers register in the CARM Client Portal. The RM account is free.

Is Quebec different?

Yes. Revenu Québec administers GST/HST and the Quebec sales tax for Quebec businesses. The corporation still opens its income tax and payroll accounts with the Canada Revenue Agency.
